This report presents the findings of an evaluation of a pilot carried out in Wales since 2001 that involved the use of Entrepreneurship Champions within the Higher Education Institutions of Wales.
ECs were first introduced into the 13 HEIs of Wales in 2001, their role ECs was to initiate and support a culture change in favour of entrepreneurship with the Higher Education Institutions in Wales. The objectives of the ECs were to facilitate the development of entrepreneurship strategies and activities and introduce entrepreneurship modules into higher education institutions in Wales.
The EC role was created and resourced at a crucial time for the implementation of entrepreneurship as a policy objective in Wales and in the development of the wider HE agenda towards ‘3rd mission’ activities. The creation of the EC role and its implementation was “ahead of its time” and subsequent policy statements and strategic plans have continued to provide a strong policy and strategic rationale for the EC role.
Without the policy impetus provided by the Welsh Assembly Government, HEIs would not have employed an individual with specific responsibilities for promoting entrepreneurship. Viewed from this perspective, the appointments were a ‘quick win’ for entrepreneurship policy in Wales providing a timely, simple and rapid physical presence to promote enterprise and entrepreneurship into all the HEIs in Wales.
